Film & Serial Shooting Policy

Policy for regulating and facilitating responsible film and serial shooting activities on SAMETI Himachal Pradesh premises without disrupting institutional functions.

Policy Overview

The Film/Serial Shooting Policy aims to promote our region as a preferred destination for film, television, and documentary production while ensuring responsible use of public and institutional spaces. We welcome filmmakers, production houses, and media agencies to explore the scenic beauty, cultural richness, and natural settings of our campus and surroundings.

This policy outlines the procedures, permissions, and guidelines required for conducting shoots, ensuring that all activities are aligned with institutional functioning, safety norms, and government regulations. We are committed to supporting creative expression while safeguarding the environment, maintaining decorum, and protecting public property.

Essential guidelines for film and serial shooting at SAMETI premises

Permission Requirement

All film or serial shooting on SAMETI premises requires prior written approval from the competent authority before any filming activities can commence.

Application Submission

Applicants must submit formal request letter, project synopsis, shooting schedule, crew details, equipment list, and proposed campus locations.

Permitted Zones

Filming is restricted to designated areas only. Shooting near classrooms, training halls, offices, or research labs is not allowed during working hours unless specially permitted.

Fee Structure & Security Deposit

A nominal fee will be charged based on shoot type and duration. A refundable security deposit is required to cover any damage or restoration.

Content Guidelines

Content must not misrepresent, harm, or discredit SAMETI or the Government of Himachal Pradesh. Scenes involving violence, political messaging, or religious insensitivity are prohibited.

Conduct During Shooting

Film crews must maintain discipline, cleanliness, and decorum on campus. Loud sounds, crowding, or use of restricted props require special clearance.

Credit Requirement

Final productions must acknowledge SAMETI Himachal Pradesh in the end credits or description as part of the agreement terms.

Cancellation & Penalty

SAMETI reserves the right to cancel permissions at any stage without liability. Any violation of the policy will lead to forfeiture of security deposit and possible blacklisting.

Educational

Content focused on agriculture, training, rural development, or awareness. Strongly encouraged for institutional, documentary, or academic use.

G

General Audience

Suitable for all age groups. No objectionable scenes, respectful of public values, culture, and institutional environment.

R

Restricted

May include fictional or dramatic elements. Allowed only after detailed review to ensure it does not harm the reputation or decorum of the institute.

N

Not Permitted

Content containing violence, political or religious controversy, adult themes, or anything inappropriate for a government training institution. Strictly prohibited.

Film & Serial Shooting – Sharing Guidelines

Essential rules for responsible content sharing on social platforms

Permitted Content

  • Educational and training-based content aligned with SAMETI’s mission
  • Documentaries and awareness films promoting agriculture, rural development, or environment
  • Cultural programs and performances respecting local traditions and values
  • Government campaigns, schemes, and public service announcements
  • Community development projects and success stories
  • Content with appropriate classification (E or G), reviewed and approved by SAMETI

Prohibited Content

  • Content that misrepresents or discredits SAMETI or any government institution
  • Political, religious, or ideologically biased material
  • Use of SAMETI visuals in unrelated or misleading content
  • Commercial advertising or promotions not approved in advance
  • Scenes with violence, vulgarity, or adult themes
  • Any content violating copyright, privacy, or security norms

  • Register with relevant authorities before filming
  • Obtain approvals and SAMETI certifications
  • Display content warnings and age ratings
  • Maintain records of scripts and permissions
  • Align content with approved themes

Platform Operators

  • Implement content moderation systems
  • Enable reporting of inappropriate content
  • Maintain transparency reports
  • Cooperate with SAMETI and law agencies
  • Ensure user data protection under IT laws

General Public

  • Practice responsible digital citizenship
  • Avoid sharing SAMETI content out of context
  • Report misuse of government visuals
  • Respect authenticity and educational intent

Penalties and Enforcement

Consequences for non-compliance with SAMETI’s filming and content-sharing policy guidelines

Warning

First-time or minor violations will result in an official warning letter.
Immediate removal or correction of the non-compliant content will be required.

Suspension

Repeated or moderate violations may lead to a temporary suspension of filming or distribution rights.
Suspension duration: 30 to 90 days, based on the severity and impact.

License Revocation

For serious or repeated offenses, SAMETI may impose a permanent ban on filming rights.
All future filming or location access will be denied.

Financial Penalties

Monetary fines ranging from ₹50,000 to ₹50,00,000 depending on the nature and impact of the violation.
May include recovery of damages or harm to institutional image.

Additional Legal Consequences

Criminal Proceedings

Severe violations (e.g., obscenity, security breach, hate speech) may attract criminal charges under: Indian Penal Code (IPC), Information Technology Act, 2000, Cinematograph Act, and other applicable laws.

Civil Liability

Offenders may face civil lawsuits for reputational or material damage caused to SAMETI, institutions, or the public.
